Read in English 報告者：Rory Crawford 原文はこちら 9月10日以来アメリカ人の漁業監視員キース・デービスがペルー沿岸沖でパナマ船籍の船から行方不明になりました。 キースの姿が最後に見られたのは現地時間の14時50分で、漁船から漁獲物を受け取り、加工や販売のために陸に運ぶ積み替え用の船‘ビクトリア168号’に乗船していた時でした。この船は16時05分にバヌアツ船籍の台湾漁船「Chung Kuo818号」から魚の移し替えを終了しましたが、キースは監視員の標準職務の一つである積み替え書類を有効なものにするための署名を行った様子が見られていません。 この時点でキース探索が開始され、ペルーとエクアドル両国の沿岸警備隊にも通知されました。米国沿岸警備隊にもキースの雇用者MARG社から通知され、彼らは捜索・救助活動が終了した、キースが行方不明になったことが報告されて以後の72時間後まで活動を支援しました。それに続いて「ビクトリア168号」にはパナマの港への入港が命じられ、同船は9月20日に到着し、現在捜査員による査察が行われています。 キースのような漁業監視員は水産資源を守り、海鳥、ウミガメ類、海洋性哺乳動物などの目的外の獲物を含む漁業による「巻き添え被害」の査定で私たちを助ける重要な役割を担っています。彼らは漁業作業を監視し、漁獲物のデータを集め、どのような方法で作業が行われているかを調べます。「カツオ・マグロ類の地域管理漁業機関(RFMO)」による海鳥の保護対策を強く求めている私たちの活動では、対策が確実に効果的に行われるように基本的に漁業監視員を置くことを要求しています。 アホウドリ、ウミガメ類、イルカ、マグロなど海の最も象徴的な生き物を私たちがどの程度上手く保護しているかということについての理解は、監視員が危険を承知で集めてくれる情報に依存しているのです。ですから、監視員の業務は海洋生物保護の上で最も重要なものの一つであると同時に、最も危険なものでもあります。長時間を海上で過ごすことは、毎年多くの漁師や監視員の悲劇的な死が証明しているように、身を危険に晒すことだといことは明らかです。 監視員の役割は漁船の船長や乗組員との争いをもたらす可能性があり、時には嫌がらせや脅迫につながることもあるのです。長い間勤務している多くの監視員から報告されるこの種の相互関係が認められないことは明らかですが、同僚の監視員の助けなしで長期に亘り海に出るという業務の性格上、立証や解決することが困難なのです。 キースの行方不明の調査は現在進められており、私たちは彼の家族が彼に何が起きたのかを知る助けにもなると期待して関心を高めることが重要だと考えています。さらに、監視員の役割と彼らの危険は報告されるべきことであると信じています。 この記事を共有し、監視員の重要性に関するメッセージを広め、彼らに安全をもたらして下さい。 キースの家族は彼のためにFacebookを開設し、彼の行方不明のニュースはCNNでも報道されました。 キースはこれまでに亡くなった漁業監視員の歌を作り、自ら歌い、積み替え船の上で録音を行いました。 この記事はバードライフ・インターナショナル東京によって訳されました：http://www.birdlife-asia.org/archives/news-and-world/world/4356.html
