Read in English 日本国環境省 辻田香織 2016年5月26日から27日にかけて、EAAFPの渡り性水鳥重要生息地ネットワークに参加するツル類サイトの管理者（自治体及び関係NGO/NPO）を対象として、環境省主催で「全国ツル類ネットワーク交流会」を北海道根室市において開催しました。2014年にはガンカモ類サイトやシギ・チドリ類サイトの管理者を対象とした交流会を開催していますが、ツル類サイトの管理者を対象とした交流会としては初の開催となりました。 交流会の目的は、①ツル類の保全に関する国際・国内の動向を共有し、②サイト管理者間での経験共有・情報交換を促進し、③サイト間の連携強化に関する検討を行うことです。交流会には、国内のツル類の全７サイトのうち６サイトから自治体職員７名と関係NGOの職員６名が参加し、専門家やオブザーバー等も合わせて合計32名が参加しました。 日本には主に、タンチョウ、ナベヅル、マナヅルの3種のツル類が生息しています。タンチョウは、主に北海道に留鳥として生息しており、環境省主導の保護増殖事業や地元NGOによる保護の成果により、現在1500羽ほどにまで個体数が回復しています。しかし、個体数の増加に伴い、農業・畜産業への被害、越冬期における給餌場への集中等新たな課題が浮上しており、個体数を増やす取組から「自然状態での安定的な存続」のための取組への転換が図られています。一方、ナベヅル・マナヅルは、日本の九州地方及び中国・四国地方の一部の限られた場所での越冬が確認されており、その中でも鹿児島県出水市では、世界の約90％のナベヅル個体と約50％のマナヅル個体が越冬している状況です。個体群が集中することにより、感染症拡大のリスクや農業被害などが課題として挙げられており、ツル類の新越冬地形成プロジェクトが環境省主導で立ち上げられています。これらの課題の解決のためには、行政、地元NGO、地域住民が一丸となって取り組む必要があります。 ワークショップでは、上記の状況を踏まえ、各サイトでの課題やそれに対する解決策について、活発な議論が行われました。例えば、ステークホルダー間のコミュニケーション不足や小規模な開発等の課題に関しては、ツル類の保全の重要性について地域住民への普及啓発を強化することや、段階的な体験型の教育プログラムを導入することが提案されました。この提案を受けて、参加者から、各地域で実施されているプログラム事例が紹介されました。また、シカの採食による植生の変化がタンチョウの生息に影響を及ぼすのではないかと懸念されており、この課題については、信頼度の高い情報を抽出して、行政、湿地センター、地元NGO、地域住民に発信・共有していくことが重要との提案がなされました。 この交流会により、サイト管理者間で直接の情報交換が行われるとともに、課題や解決策に関する議論を通じてネットワークの強化につながりました。 今回はツル類サイトの管理者を対象としていましたが、ガンカモ類サイトやシギ・チドリ類サイトの管理者を対象とするものを含め、今後も継続して交流会を開催し、さらなるネットワークの強化を図ることで、各サイトでの活動の促進を支援していきたいと考えています。
