Read in English: 森口紗千子（新潟大学） 「ガンカモ類を例に風力発電施設の影響と環境アセスメントを考える」という自由集会が2016年9月16日に、日本鳥学会の2016年度大会において札幌で開催された。 日本でも再生可能エネルギーの推進が図られる中、風力発電施設の建設は風車への衝突死や生息地の消失による鳥類への影響が懸念されている。特にガンカモ類のうちガン類などは生息地が限られている種も多く、ガン・ハクチョウ類は風力発電建設による環境影響評価の主要な対象分類群の一つとされている。しかしながら、日本の環境影響評価手法には不十分な点が多く、評価手法の適正化が課題となっている。本集会では、風力発電施設の建設がガンカモ類に与える影響や風車建設地域・予定地の実情、現行の環境アセスメントの行程や鳥類への影響評価方法の問題点を知ること、適正なアセスメント手法の提案に関する研究事例より、鳥類研究者の風力発電施設建設への関わり方を議論することを目的とした。 はじめに風力発電施設がガンカモ類に与える影響の概論が、日本野鳥の会の浦達也さんより説明された。ガンカモ類では、多くの鳥類と同様に、風車への衝突や生息地破壊のような直接的影響と生息地放棄や移動の障壁といった間接的影響が風車の建設による影響として想定されている。そのため、各鳥類種の保全ステータスや飛翔行動、生息地情報、バードストライクの頻度によりSpecies sensitivity score (SSS) を定め、脆弱な種をリストアップするとともに、そのような鳥類の生息地とそのバッファーゾーンについては風車建設を禁止するゾーニングが急務であると述べた。北海道大学院の謝倩氷（Qianbing Xie）さんは、風車が近接して建設されることによる累積的影響の評価手法開発の試みについて紹介した。 サロベツ・エコネットワークの長谷部真さんは、北海道道北地方で進められている最大800基となる大規模な風力発電施設の計画について紹介した。北海道を中継する多くのガンカモ類が通過する道北地方は、ラムサール登録湿地のサロベツ原野やサロベツ国立公園などの保全地域も位置している。風車の建設により、渡りの障壁となることが予想されるため、多くの環境保全団体や有識者団体が政府に意見書を提出し、計画の見直しを求めている。 弘前大学の研究グループは、春の中継地におけるガン・ハクチョウ類の渡りに影響する環境要因と、北日本各地における渡り個体数調査に適した時期についての研究事例を発表した。 新潟大学からは、風力発電施設の環境影響評価の問題点と改善に向けた研究事例について発表した。日本では、事業者が環境影響評価を行なう義務を負い、現地調査の前後に5つのアセス図書を政府に提出する。限られた期間と予算では、渡り鳥の飛来する時期を網羅する調査を行なうことが難しい。また、風力発電施設のアセスメントで特徴的な衝突確率の推定モデルで用いられている回避率は実測値が不足しており、衝突確率と実際の衝突数との関連性も実証された事例は少ないため、独自に事前・事後調査を行ない、回避率や、衝突確率と実際の衝突数の関係を明らかにする試みを紹介した。 最後に、私たちにできることとして、風車の影響や評価手法に関心を持つことから始めたい。地域の自然情報を記録・公表することで、センシティビティマップの作成に貢献できるため、風力発電施設の計画段階で重要な生息地への建設は回避できる。3つのアセス図書に対して国民は自由に意見できるため、適正な評価がされているか、保全措置は検討されているか検証し、事業者に対して意見する。運用後も、実際の影響を継続的に調査して事例を集め、保全措置の必要性や20年後の風車のリプレースの検討材料とすることができるだろう。
