选择其他语言: 保尔森基金会 昨日，中国国际经济交流中心、河北省人民政府、中华人民共和国国际湿地公约履约办公室和保尔森基金会，在秦皇岛北戴河共同举办“北戴河滨海湿地及水鸟保护国际研讨会”，旨在更好地推动中国黄渤海滨海湿地及水鸟的保护工作，促进“中国滨海湿地保护管理战略研究”项目部分政策建议的落实。国内外有关研究机构、保护组织的专家、中国政府有关部门和黄渤海地区部分省市政府的代表等参加了研讨会。 黄渤海拥有世界上最大的泥质滩涂湿地。这些湿地不仅为我国和周边其他国家的社会经济发展提供了各类重要的生态系统服务，也为东亚-澳大利西亚候鸟迁徙路线（EAAF）上数百万只的候鸟提供了关键的停歇地和栖息地，具有极其重要的国际意义。然而，自上世纪五十年代以来，中国快速的经济发展已导致60%以上的天然沿海湿地丧失，目前每年仍以2%左右的速度在丧失。黄渤海区域的滨海湿地面积也大幅减少、功能减退。与滨海湿地这一变化趋势相关的是，近年来有多份研究报告指出，东亚-澳大利西亚迁飞区内水鸟的种群数量出现了明显的下降，光是鸻鹬类就有27-33%的种类出现了显著性的下降。 2015年10月，由保尔森基金会、中华人民共和国国际湿地公约履约办公室（国家林业局湿地保护管理中心）、中科院地理科学与自然资源研究所等共同合作完成的《中国滨海湿地保护管理战略研究》项目确定了中国东部沿海地区11处对迁徙候鸟生存至关重要但尚未得到有效保护的候鸟关键栖息地，其中有8处就位于中国的黄渤海区域范围内。此外，保尔森基金会还与中国国家林业局和世界自然基金会携手合作，建立了一个由11个沿海省市的35个国家级滨海湿地自然保护区为主构成的保护网络，旨在加强整个东部沿海地区湿地保护工作的协调、合作与协同效应。 会上，中国国际经济交流中心理事长曾培炎表示：“加强湿地保护和恢复是推动我国生态文明建设的重要内容，而黄渤海因其规模和地域的特殊性，保护工作的重要性尤为突出。我们希望能通过此次会议，积极借鉴国外湿地保护的先进理念和技术，分享国内湿地保护的成功经验，共同推动湿地保护事业的发展。” “作为一个坚定的环保主义者，我认为经济发展与环境保护同等重要，应并行不悖”，保尔森基金会主席亨利•保尔森表示，“我坚信，要实现中国生态文明建设的宏伟目标，各级政府必须高度重视对自然资本的保护，而滨海湿地就是重要的自然资本之一。”他表示，近年来他很高兴地看到中国政府越来越重视对湿地和水鸟的保护。目前，一些省市已经行动起来，江苏省计划建立省级自然保护区，天津市将在北大港湿地开展国家公园试点，河北省也发布了“湿地保护条例”。 国家林业局副局长李树铭指出：“《全国湿地保护“十三五”实施规划》已经将沿海地区的重要湿地纳入到规划范围，我们正在督促地方政府，积极促进将《中国滨海湿地保护战略研究》项目提出的相关政策建议转化为生动的实践，用以保护东亚- 西亚候鸟迁飞路线，维护中国滨海湿地的多样性和完整性，提升其生态系统服务，造福于人类。” 河北省省长张庆伟在致辞中表示，河北高度重视湿地保护管理工作，专门成立省湿地保护管理中心，出台了《河北省湿地保护条例》，编制了《河北省湿地保护规划（2015-2030）》，湿地保护体系已初步形成。同时，强化湿地保护监管，严厉打击张网捕鸟等违法行为，提高全社会湿地和鸟类保护意识。“我们将以此次研讨会为契机，深入学习贯彻习近平总书记视察唐山重要讲话精神，以新发展理念为引领，坚定不移走生态优先、绿色发展之路。” 在为期两天的研讨会上，中外专家们实地考察了秦皇岛滨海湿地以更好地了解当地滨海湿地现状；深入探讨了黄渤海地区中国滨海湿地及水鸟保护与管理所面临的机遇和挑战；分享了国际上在滨海湿地保护与恢复、迁徙水鸟保护、生态系统服务功能的价值评估与生态补偿、天然湿地应对气候变化的作用等方面的技术方法、手段和管理经验；并就中国黄渤海部分行政区域内的滨海湿地保护存在的问题和面临的威胁进行了深入的分析和讨论，为改善这些区域内的滨海湿地及水鸟保护和管理提出了有针对性和建设性的建议。 与会专家和代表均表示，保护这些区域内的滨海湿地和水鸟需要不同部门和不同行政管辖区的合作，而本次研讨会的召开及研讨会所形成的结果和建议，必将为切实加强天津市、江苏省和河北省协同合作、共同保护黄渤海滨海湿地及水鸟起到积极的推动作用。 原文: http://www.paulsoninstitute.org.cn/index.php/events/2016/10/19/promoting-wetland-conservation-in-yellow-sea-and-bohai-sea/ 相关新闻: Spike attends the Beidaihe Coastal Wetlands and Waterfowl Seminar (in English)
